Abstract(s)
O concelho do Fundão apresentou taxas significativas de emigração, especialmente entre as décadas de 50 e 70 do século passado, em que milhares de pessoas saíram do concelho para residir e fixar-se em zonas do litoral português e principalmente no estrangeiro. É um concelho demograficamente envelhecido e que tem perdido população devido ao forte êxodo populacional que não tem conseguido travar.
Por outro lado, na última década o concelho conseguiu qualificar e aumentar os seus serviços e equipamentos sociais de apoio à 3ª idade. Apresenta uma cobertura destes equipamentos bastante satisfatória e também um número razoável de entidades que operam nesta área. Por parte dos principais stakeholders é dado um claro reconhecimento da importância da promoção do potencial inovador e empreendedor da região, bem como, da promoção das infraestruturas de inovação e da qualidade das redes de cooperação entre os agentes locais.
A conceção de estratégias para atrair novos públicos para o concelho, tem adotado uma importância particular e implica um conhecimento aprofundado, tanto do potencial endógeno do território, como também das motivações e necessidades desses públicos. A aplicação destas estratégias visando especificamente os e as emigrantes em idade sénior não residentes, assume-se aqui como essencial e constituem uma forma de promoção do território, com o intuito de contribuir significativamente para o seu desenvolvimento, uma vez que o aumento da atratividade territorial poderá induzir a um maior investimento e potenciar o desenvolvimento local.
Neste sentido, este projeto parte de um quadro de problemas e simultaneamente de oportunidades existentes no concelho do Fundão que, aproveitadas e trabalhadas, podem potenciar a capacidade atrativa do território, bem como, aumentar os fluxos de retorno e a fixação da população sénior de naturalidade portuguesa, que se encontra a residir fora do País.
The county of Fundão showed significant rates of emigration, especially between the 50s and 70s of last century, in which thousands of people left the county to settle and live in the Portuguese coast or mainly in a foreign country. It's a demographically aged county which has been losing settled inhabitants due to strong and unavoidable population exodus. On the other hand and along the last decade, the county managed to qualify and increase their social services and facilities to support the 3rd age. It offers a quite satisfactory coverage of these facilities and also a reasonable number of entities operating in this area. A clear recognition is given by the main stakeholders concerning to the importance of promoting the region in terms of the innovative and entrepreneur potential as well as the innovative infrastructures and the quality of cooperation networks between local agents. The design of strategies, aiming to attract new publics to the county, has being adopting a particular importance. It requires depth knowledge of both the endogenous potential of the territory, as well as the motivations and needs shown by these publics. The fundamental implementation of these strategies, specifically targeting emigrants in senior age and non-residents, is seen as a form of promoting the territory, in order to significantly contribute to its development, since the rise of the territorial attractiveness may induce a more investment and boost of local development. In this sense, this project was based in a problem and simultaneously opportunities frame existing in the county of Fundão that, once identified and considered, may enhance the capacity of attraction of the territory as well as to increase return flows and local settlement of the Portuguese seniors who are currently living abroad.
