Em dezembro de 2022, todo Portugal continental foi abalado por episódios de
precipitação, sendo a região de Lisboa a mais afetada, resultando em grandes prejuízos
económicos, ambientais e sociais. Diante essa situação, a Autoridade Nacional de
Emergência e Proteção Civil (ANEPC) e atores políticos, como o Presidente Marcelo
Rebelo de Sousa e o então Primeiro-Ministro, António Costa, desempenharam papéis
fundamentais na comunicação com a população.
O objetivo desta investigação é perceber se as estratégias de comunicação adotadas pela
ANEPC e por atores políticos durante as cheias de dezembro 2022 foram uniformes e
consistentes com os princípios guia da comunicação de crise e risco. Essas comunicações
foram analisadas à luz do modelo Comunicação de Crise no Setor Público de Olsson
(2014). Foi possível evidenciar que enquanto a ANEPC priorizou mensagens técnicas e
orientadas para a resiliência da população, os atores políticos enfatizaram discursos
políticos e de gestão da sua própria reputação.
In December 2022, mainland Portugal was heavily affected by episodes of intense rainfall, with the Lisbon region being the most impacted, resulting in significant economic, environmental, and social damage. In response to this situation, the National Authority for Emergency and Civil Protection (ANEPC) and political figures, such as President Marcelo Rebelo de Sousa and then-Prime Minister, António Costa, played crucial roles in communicating with the population. The aim of this investigation is to determine whether the communication strategies adopted by the ANEPC and political figures during the December 2022 floods were uniform and consistent with the guiding principles of crisis and risk communication. These communications were analysed through the lens of Olsson’s (2014) Crisis Communication in Public Organizations Model. The findings revealed that while the ANEPC prioritized technical and resilience-oriented messages, political actors emphasized political discourse and reputation management strategies.
