O Partido Socialista e o Partido Social Democrata são atores políticos incontornáveis da
democracia portuguesa. Os seus moldes de desenvolvimento e as suas formas de atuação
e interação comportam um conjunto de características que os aproximam do modelo de
partido cartel. Assim sendo, até que ponto os mais destacados partidos portugueses
podem ser classificados como partidos cartel?
Este trabalho propõe responder a esta questão averiguando a proporção da convergência
política entre o PS e o PSD. Enquadrados na análise qualitativa, os procedimentos da
investigação consistiram na identificação da proporção de convergência em relação à
divergência entre os programas destes partidos, referentes às eleições legislativas dos
anos 2011, 2015 e 2019.
As conclusões indicam que existe uma elevada proporção de convergência programática
entre o PS e o PSD, inclusivamente nas questões que incidem sobre as reformas
institucionais. Ademais, os resultados da nossa análise assinalam que há uma elevada
proporção de medidas abstratas nos programas eleitorais, e que o conteúdo dos
diferentes programas não é suficiente para demarcar ou identificar os partidos, como se
o que os diferenciasse, de facto, fossem as suas habilidades de gestão. Para além dos
fatores institucionais, inerentes ao sistema partidário português, serem favoráveis à
cartelização de partidos, argumenta-se que a convergência política, expressa na
concordância programática, aproxima o PS e o PSD do modelo de partido cartel.
The Socialist Party (PS) and the Social Democratic Party (PSD) are central political actors of the Portuguese democracy. Their development patterns, their course of action and interaction include a set of characteristics that bring them closer to the cartel party model. Therefore, to what extent can the most prominent Portuguese parties be classified as cartel parties? This dissertation aims to answer this question by investigating the proportion of political convergence between PS and PSD. Through qualitative analysis, the research procedures consisted of identifying the proportion of convergence and divergence between the election manifestos of these parties regarding the legislative elections of the years 2011, 2015, and 2019. Our findings show that there is a high proportion of programmatic convergence between PS and PSD, including on key issues relating to institutional reforms. Furthermore, the results of our analysis indicate that there is a high proportion of abstract measures in the election manifestos and that the content of the different programs is not enough to demarcate or identify the parties; as if what set them apart were their management skills. In addition to the institutional factors being favourable to party cartelization in the Portuguese party system, it is argued that the proportion of programmatic convergence brings PS and PSD closer to the cartel party model.
