Ao longo da história da humanidade a migração sempre acompanhou o Homem, seja por motivos
de raça, etnia, políticos, económicos, sociais, religiosos, conflitos bélicos ou desastres naturais.
De facto, sempre assistimos a inúmeros fluxos migratórios, sendo que durante o século XX e XXI
assistimos a modificações profundas nos fluxos migratórios, o que desencadeou transformações
significativas nos países de acolhimento.
As transformações políticas, sociais e culturais ocorridas nos países de acolhimento trazem
situações de discriminação, por isso os governos tiveram a necessidade de estabelecer um
quadro legal que regulamentasse a migração e protegesse os direitos dos migrantes. Nesse
contexto, saliente-se o facto de Portugal ter realizado diversas alterações à Lei dos Estrangeiros
e da Nacionalidade, bem como instituiu o Plano de Integração de Migrantes e o Plano Municipal
de Integração de Migrantes.
O relatório de estágio pretende abordar a evolução da migração e a consequente crise dos
refugiados na Europa; o progresso migratório português no século XX e XXI; a importância das
políticas e medidas de atuação efetuadas pelo governo português na integração e acolhimento
de migrantes; a relevância do Plano Municipal de Integração de Migrantes Fundão/UBI no
acolhimento e integração de migrantes. Não obstante, e considerando a importância de dotar
o presente relatório de estágio de uma fundamentação teórica, abordaremos o pensamento
político de Robert Nozick e Michael Walzer, no sentido de debater e analisar as questões
derivadas da problemática da migração.
Throughout the history of mankind, migration has always accompanied Man, whether on the basis of race, ethnicity, political, economic, social, religious, warlike or natural disasters. In fact, we have always witnessed a large number of migratory flows, and during the 20th and 21st century we witnessed profound changes in migratory flows, triggering profound changes in the host countries. The political, social and cultural changes in the host countries lead to discrimination, so governments have had to establish a legal framework that regulates migration and protects the rights of migrants. In this context, it should be noted that Portugal has made several changes to the Aliens and Nationality Law, as well as establishing the Migrants Integration Plan and the Municipal Migrant Integration Plan. The traineeship report aims to address the evolution of migration and the ensuing refugee crisis in Europe; the portuguese migratory progress in the 20th and 21st centuries; the importance of the policies and measures implemented by the portuguese government in the integration and reception of migrants; the relevance of the Municipal Integration Plan for Migrants Fundão / UBI in the reception and integration of migrants. Notwithstanding, and considering the importance of providing this stage report with a theoretical basis, we will approach the political thinking of Robert Nozick and Michael Walzer, in order to discuss and analyze the issues arising from the migration issue.
