Abstract(s)
As habitações de interesse social são habitações destinadas a pessoas cujos rendimentos são insuficientes para recorrer a mecanismos normais do mercado imobiliário. Quando bem pensadas e planeadas, essas habitações são soluções para melhorar o nível de vida das populações mais desfavorecidas. Nos países em desenvolvimento, esta solução é pouco explorada apesar das vantagens que representa pelo que se torna prioritário recorrer-se a essa estratégia para se atender as necessidades dos mais necessitados.
São Tomé e Príncipe é um arquipélago formado por duas pequenas ilhas. Nesse pequeno arquipélago que tem muito potencial principalmente a nível turístico, pelas suas paisagens e pela forma peculiar e particular de viver das pessoas, não existem políticas de construção e atribuição de casas aos mais necessitados para garantir que todos tenham o mínimo de condições básicas de habitação. Daí, nesta dissertação, o tema ser abordado, no sentido de perceber a importância de se criar áreas próprias para os mais desfavorecidos. Embora os utilizadores desses espaços tenham poucos recursos financeiros, é importante estarem integrados (nos centros urbanos), de forma a terem acesso aos serviços e às condições mínimas necessárias de educação, saúde e saneamento básico.
Nesta perspetiva, o objetivo principal desta dissertação é contribuir para o desenvolvimento das recomendações técnicas de habitação social em São Tomé e Príncipe. Para isso, durante todo o trabalho, serão abordados temas como: a história de habitações sociais em Portugal, uma vez que nos primórdios São Tomé e Príncipe, enquanto país colonizado, sofreu importantes influências nesta área, bem como, no modo de vida e na forma de habitar do santomense.
Para concluir, serão feitas reflexões gerais no sentido de elaborar um pequeno manual de soluções recomendáveis para o país.
Social housing is comprised of residences indicated for those whose income is insufficient to adhere to the conventional estate market. When built upon a thoroughly projected plan, they become part of the solution which aids to improve the standard of living of the socio-economically disadvantaged. In developing countries this method isn't invested in, despite its clearly outlined advantages, highly prioritising the necessity for adapting it to meet the needs of those who most require it. Sao Tome and Principe is an archipelago composed of two small islands with a great potential for tourism due to its unique landscapes combined with the peculiar inhabitants' way of living. Despite this, it lacks construction and housing assignment policies to ensure that even the poorest of the population is provided with basic housing conditions. For this reason, this topic is to be exclusively addressed in this dissertation as to also raise awareness and further the comprehension of why it is crucial to create these designated zones for the least advantaged. Having conveyed this, it is therefore important to note that even though the occupants of these areas lack the financial resources, their integration in the estate housing system is vital for the facilitated access to the basic infrastructures, mainly education, health and adequate sanitation. It can therefore be stated, given the overall illustration, that the main goal of this dissertation is to contribute to the technical recommendations for social housing projects in Sao Tome. To achieve this, several matters such as the history of social housing in Portugal will be addressed throughout, since colonial Sao Tome & Principe was exposed to a vast influence, mainly on the way of living and habitation principles of the latter's population. To conclude, a series of general reflections will be performed as to elaborate a small manual of recommended solutions for the country.
