Abstract(s)
Para a realização deste estudo efetuamos uma análise dos determinantes que influenciam o tratamento de RSU em produção de energia elétrica. Para tal, consideramos técnicas de dados em painel nos 27 países da UE, num período compreendido entre 1995-2008. Dada a importância de tratamento adequado para os RSU, que é uma das grandes questões da política ambiental na UE27, surgiu a necessidade de dar um suporte à literatura existente através da estimação de uma análise empírica ainda pouco abordada. Foi utilizado o modelo de efeitos aleatórios e devido à presença de heterocedasticidade e de correlação contemporânea recorremos ao estimador PCSE como prova de robustez dos resultados. Os resultados apontam para a necessidade de apostar na reutilização de resíduos sólidos urbanos (RSU) em produção de energia elétrica com o objetivo de reduzir o impacto ambiental provocado colmatando a intermitência que caracteriza algumas das energia renováveis dependentes de questões climatéricas. As soluções passam por suprir as insuficientes politica e os incentivos/subsídios públicos que continuam a ser um entrave nos investimentos em energias alternativas.
For this study we carried out an analysis of the determinants influencing the treatment of MSW in electricity production. To this end, we consider techniques for panel data in the 27 EU countries in the period 1995-2008. Given the importance of appropriate treatment for MSW, which is one of the major issues of environmental policy in the EU27, the need arose to give support to the existing literature by estimating an empirical analysis still little addressed. We used a random effects model and due to the presence of heterocedasticity and contemporaneous correlation estimator SBB resorted to as evidence of robustness of the results. The results point to the need to focus on reuse of municipal solid waste (MSW) in electricity production with the aim of reducing the environmental impact by bridging the intermittency featuring some of the renewable energy dependent on climatic issues. The solutions are insufficient for meeting the policy and incentive / public subsidies that continue to be an obstacle in investments in alternative energy.
