Numa vertente de contextualização própria, tratamos o caso da República Democrática do Congo (RDC), um país de enormes recursos, mas onde o conflito tem impedido o desenvolvimento. Para isso, integramos o tema nas referências teóricas relativas a
Conflito, Paz e Democracia, conferindo-lhe assim, o enquadramento necessário, ao mesmo tempo que fazemos a delimitação conceptual.
Depois de caracterizarmos o país, percorremos os marcos da sua História recente, que é marcada por conflitos sangrentos, fomentadores de pobreza e de uma situação humanitária dramática. Tais ocorrências, numa linha de relacionamento histórico entre a Europa e África, levaram a União Europeia (UE), na construção e afirmação da sua Política de Segurança e
Defesa, a privilegiar a parceria com o continente africano.
A UE concretizou essa ligação, participando no processo de democratização, que a RDC iniciou após a saída do poder do ditador Mobutu em 1997, através da implementação em 2005, de uma Missão Europeia de Polícia, denominada Eupol-Kinshasa, inicialmente criada
para formar, aconselhar e enquadrar a acção de uma Unidade de Polícia congolesa, com vista a garantir a segurança das Instituições e das Autoridades congolesas da transição.
Considering its own context, we focus on the Democratic Republic of Congo (RDC), a country with many resources where the development has been hindered by the conflict. For that, we integrate the theme’s theoretical references on Conflict, Peace and Democracy, which will give the necessary framework and at the same time we do a conceptual restriction. After we characterize the country, we go through the landmarks in its recent history, which is marked by blood conflicts, developers of poverty and a dramatic humanitarian situation. Such occurrences, in a row of historical relationship between Europe and Africa, led the European Union (EU) to construct and claim the Security and Defense Policy to focus on the partnership with Africa. The EU made this connection by participating in the process of democratization, which the DRC began following the departure of the dictator Mobutu from power in 1997, through the implementation in 2005 of an European Union Police Mission (EUPM), named Eupol-Kinshasa, initially created to form advise and fit the action of a Congolese police unit, to ensure the safety of the Institutions and the Congolese transition Authorities.
