| dc.description.abstract | O que levou o Partido Social Democrata a optar por uma postura e uma comunicação colaborativa com o governo socialista durante a pandemia de COVID-19? Que fatores explicam a manutenção desta colaboração ao longo dos vários estados de emergência? O que levou a que a resposta da oposição portuguesa fosse tão distinta das de Espanha e Itália, onde prevaleceu o confronto partidário? Em Portugal, o PSD destacou-se no contexto europeu ao adotar uma comunicação e uma atitude política vincada na colaboração e no apoio ao executivo. Esta dissertação procura responder a estas questões. Para isso, analisa as opções estratégicas da liderança de Rui Rio e as dinâmicas internas que condicionaram o posicionamento do PSD entre março de 2020 e abril de 2021. Esta dissertação propõe-se a compreender as razões pelas quais o Partido Social Democrata abdicou de ganhos políticos imediatos em nome da estabilidade política em Portugal. Para o efeito, foram utilizados dados recolhidos através dos meios de comunicação oficiais do partido, assim como de uma entrevista exclusiva ao outrora líder socialdemocrata, Rui Rio. Deste modo, pretendeu-se analisar a diferença entre os posicionamentos do líder e dos atores políticos do PSD, em relação ao apoio face ao executivo na colaboração do PSD entre março de 2020 e abril de 2021. Os resultados revelam que a liderança ímpar de Rui Rio, ancorada na sua ideia de responsabilidade institucional e na sua moderação comunicativa, foi o elemento que suportou a colaboração com o executivo socialista. Porém, esta investigação elucida a existência de pressões e divergências internas à atuação do líder social-democrata, que em determinados momentos condicionaram o processo de colaboração e evidenciaram os limites e os desafios intrínsecos a este processo. | por |
| dc.description.abstract | What led the Social Democratic Party (PSD) to choose a collaborative stance and communication with the Socialist government during the COVID-19 pandemic? What factors explain the maintenance of this collaboration throughout the various states of emergency? What led to the Portuguese opposition’s response being so different from that of Spain and Italy, where party confrontation prevailed? In Portugal, the PSD stood out in the European context by adopting communication and a political attitude marked by collaboration and support for the executive. This dissertation seeks to answer these questions. To this end, it analyses the strategic choices of Rui Rio’s leadership and the internal dynamics that conditioned the PSD’s positioning between March 2020 and April 2021. This dissertation aims to understand the reasons why the Social Democratic Party gave up immediate political gains in the name of political stability in Portugal. For this purpose, data collected through the party’s official communication channels were used, as well as an exclusive interview with the former social democratic leader, Rui Rio. Thus, the intention was to analyse the difference between the positions of the leader and the political actors of the PSD, regarding support for the executive in the collaboration of the PSD between March 2020 and April 2021. The results reveal that the unique leadership of Rui Rio, anchored in his idea of institutional responsibility and communicative moderation, was the element that supported collaboration with the Socialist executive. However, this research points to the existence of pressures and internal divergences regarding the actions of the social democratic leader, which at certain times conditioned the process of collaboration and highlighted the limits and intrinsic challenges of this process. | eng |
