Urbanismo em confronto: exemplos de expêriencias na Itália e em Portugal dos anos cinquenta do século XX

| dc.description.abstract | Actualmente na Europa verifica-se a existência de diferentes realidades e metodologias de planificação urbanística. Dentro deste contexto, tanto Portugal como Itália, distinguem-se pela diversidade de património urbano, que permite dar forma e consistência à “imagem das cidades”. No âmbito desta matéria existem as politicas urbanísticas das cidades europeias como instrumentos, que permitem estudar o desenvolvimento dos ambientes urbanos. Através dos recentes instrumentos de análise geográfica (PDM, Elementos cartográficos, etc.) e dos antigos e eficientes instrumentos de política de ordenamento do território (PGU, POT, etc.), foi efectuada uma análise comparativa entre uma cidade portuguesa (Covilhã) e uma italiana (Matera). Este estudo apresenta algum interesse, uma vez que se está a comparar duas cidades que se encontram afastadas no espaço, mas próximas do ponto de vista do percurso evolutivo de criação de ambientes urbanos. Pretende-se ainda com este trabalho, desenvolver sistemas de planeamento sustentáveis, que permitem preservar os ambientes históricos e tradicionais destas cidades. Este trabalho está organizado em duas partes. A primeira inclui uma abordagem ao conhecimento e descrição do ambiente urbano das cidades de Matera (Itália) e Covilhã (Portugal), analisando a história e a evolução dos lugares, assim como os acontecimentos sócio-económicos que levarão as duas cidades a ter uma identidade cultural, um património arquitectónico, uma riqueza histórica e um ambiente natural único e importante no panorama nacional e europeu. Na segunda parte do trabalho faz-se uma descrição dos dois bairros mais significativos e representativo de ambas as cidades, Bairro La Martella e Spine Bianche em Matera e Bairro do Rodrigo e da Estação na Covilhã. São analisados e apresentados de uma forma metódica e sintética, os diversos elementos morfo-tipológicos e de teor urbano, que compõem e afectam a qualidade urbanística dos lugares, das áreas residenciais e do bairros. Neste trabalho propõe-se efectuar um estudo comparativo entre os diferentes bairros, observando o desenvolvimento da habitação e analisa-la segundo diferentes pontos de vista, tais como, aspectos logísticos, distâncias e posicionamento dos bairros e ainda as condições sócio-económicas da década de 50. Cada um dos níveis de evolução física e sociológica (Zona Urbana, Espaços públicos, Arquitectura e Actividade, Centro Histórico, Imagem urbana, Edifícios e Fogos, Construção) foi dividido em diferentes capítulos, apresentando em cada um deles, uma breve descrição dos respectivos níveis. | dc.description.abstract | In Europe currently there’s the existence of different realities and methodologies about urban planning. Within this context both Portugal and Italy distinguish themselves by their diversity of urban heritage, which allows the "image of this cities” to gain shape and consistency. In this scope of work are the European cities urban policies who serve as instruments allowing the study of the urban environment development. Through the use of the recent tools of geographical analysis (PDM, cartographic elements, etc…) and the old and efficient tools of spatial planning policies (PGU, POT, etc...), a comparison was made between a Portuguese city (Covilhã) and an Italian one (Matera). This study presents some interest, as we compare two cities distant in space but close as the point of view of urban environment evolutionary creation is considered. It is also the goal of this paper, to develop sustainable planning systems which could preserve the historical and traditional environment of these cities. This paper is organized in two parts. The first part includes an introduction to the knowledge and description of the urban environment of the cities of Matera (Italy) and Covilhã (Portugal), analyzing the history and evolution of the cities, as well as socio - economic events which will take the two cities to have a cultural identity, an architectural heritage, an historical abundance and an important natural environment unique at the national and European scene. The second part of the paper is about the description of the two main and most significant district of the cities, district of La Martella and Spine Bianche in Matera and Rodrigo and Estação in Covilhã. In this study and comparison it is proposed to observe the development of the housing and analyse it from the logistical point of view, the distance and positioning of the districts, as well as the socio economic conditions of the decade of the 50’s. There’s still a methotic and synthetic analysis and presentation of the various morpho-tipologic and urban elements, which are part of and affect the urban quality of the cities, of the residential areas and of their districts. Each one of the physical and sociological development level (Urban Periphery, Public Space, Architecture and Activity, Historical Center, Urban Image, Buildings and Construction) was divided into chapters, where a characterization of the topic was made, creating that way a support for the analysis of the urban requalification and valorization of the city, of its residential areas and its districts. | |
